MP Kassem Hashem proposes an amendment to the Reconstruction Law integrating the inclusion of persons with disabilities:

A positive step in need of follow-up and completion.

More than two years after the Israeli aggression, the flaws of Law No. 22 issued in July 2025 – aiming at accelerating the reconstruction process and enabling people to return to their homes- cannot be overlooked. The law omits essential aspects of reconstruction and recovery, including ensuring that the reconstruction process is inclusive and takes into account persons with disabilities.

The Lebanese Union of People with Disabilities presented a simple, practical proposal: adding one phrase to Article Twelve of the law, stipulating “that comprehensive standards related to the needs of persons with disabilities must be taken into account” within the conditions of reconstruction. 

A few weeks after the union’s campaign, MP Kassem Hashem submitted a proposal to amend the same law on July 24, 2025, including almost the same phrase. 

Currently, it is crucial to collectively lobby for the approval of this amendment as a first step towards establishing a comprehensive and just reconstruction process, through clear implementation mechanisms and continuous institutional follow-up.
