When the Emergency Plan Fails in Practice: A Critical Reading of Crisis Management

The government described it as a “proactive plan,” but the national emergency plan approved in November 2023 was delayed by over three weeks following the outbreak of the Israeli war. Throughout this period, we closely monitored the unfolding events and the practical implementation of the plan on the ground. Our evaluation took place in two phases: once five months after its approval and again with the start of the escalation of the war in September 2024.

Today, following the ceasefire announcement, we provide a comprehensive examination of the plan’s failures. These extend beyond the initial delay, addressing 10 key issues related to its content and execution, with our analysis grounded in factual observations and field experiences that reflect the lived realities of those directly impacted by the war.
