By October 2024, over 1.3 million people had been displaced in Lebanon as a result of the Israeli war. Despite the urgent need for state-led relief, the government’s efforts have largely fallen short, and the “National Emergency Plan” approved in November 2023 has proven ineffective, lacking a comprehensive approach to housing while neglecting the needs of vulnerable groups.
As displacement continues to rise due to the ongoing war, the government has failed to uphold the right to adequate housing, a fundamental human right. Ongoing Israeli attacks are exacerbating the displacement crisis, and the Lebanese government’s neglect of its responsibilities is worsening the suffering, poverty, and hardship. In this context, the article calls for urgent government action to revise the emergency plan and address the displacement crisis in line with its constitutional duty to ensure adequate housing.
