In early 2019, the Lebanese Forces, represented by three of their parliament members, proposed a draft law aimed at implementing the acquisitions related to the Khalde-Dbayeh-Aqaybeh highway and its extensions, and another aiming to amend some provisions of the expropriation law.
By facilitating the implementation of its acquisitions -the absence of which had initially prevented its completion-, the two proposed laws aim to revive the circular highway project which was disregarded over time.
Sixty years after it was planned, however, the circular highway project forms part of a systematic policy to crack down on public transport and increase investment factors in its vicinity.
In case it was built, the highway will not actually reduce traffic jams, but will incur meaningless costs to the state treasury and expose residents of El Amrousiyyeh, Mkalles, Dekwaneh, Bouchrieh, Jdeideh, Zalka, Jal el Dib, Antelias and Naccache to further displacement, in addition to segregating the aforementioned towns from each other, paralyzing their local economies, and destroying their surrounding environment.
